There are a number of good online dictionaries for English to Mandarin. The Yahoo Taiwan one is good. Another one I use is MDBG.
You should also be aware that "Taiwanese" and Mandarin are distinctly different languages. The Taiwanese exchange student may or may not speak both, but will almost certainly speak Mandarin.
