Budget accommodation
Budget accommodation is not as well developed in Taiwan as it is in some other countries. However there are hostels in a number of locations which offer good value for money. Hotels in popular tourist spots will usually offer big discounts on weekdays. In most cities a range of hotels can be found near the railway station. They often don't have signs in English so it helps to ask. Lonely Planet is also a good reference for finding cheap accommodation.

i was just wondering.for budget accommodation, members refer to people that have the youth travelling card?
There is a youth travel card
There is a youth travel card issued by the Taiwanese government to foreigners aged under 30. It gives discounts at various locations around Taiwan. More details at Youth Travel in Taiwan (and in my Taiwanderful blog).
You might also be referring to being a member of Hostelling International (Youth Hostels Association). They have member organisations in many countries around the world including Taiwan. See http://www.iyhf.org for more details. There are now a number of Youth Hostels around Taiwan. But not all hostels in Taiwan are affilliated with YHA.
