I am an Australian planning to move to Taipei. On a scale of 1 to 10, how would you rank Taipei lifestyle? With Melbourne being a 9.5/10!!

This is such a subjective question. I'm not sure why you're asking that but I think the best way for you to figure that out is to go visit Taipei and see for yourself.
Personally, I found Melbourne to be on a much higher standard of living (among the highest I've seen anywhere), while I found Taipei to be much more fascinating and exotic (culturally and socially). For you - being a foreigner in Taiwan without knowing the local language would naturally have its contribution to your personal experience.
If you have something more specific to ask...

I don't know which planet you inhabit. 9.5 for Melbourne. You've got to be joking. I don't live in Melbourne, but I know that when you walk around the streets of Taipei in the dead of night, you're not going to get you're head kicked in. or any other form of violence confronting you.
difficult to compare

Taipei has a wonderful public transport system which makes it very easy to get around without a car. Compared to Melbourne you might find Taipei very crowded and lacking in green space. This can be remedied to some extent by living on the edges of the city. Some of these locations may be only 20 minutes travelling from downtown so it is not necessarily more inconvenient to live there.
You might find that Taipei's selection of international cuisine is much more limited than Melbourne's. That said there are still plenty of choices and eating out is cheap and convenient.
My main complaints about living in Taipei are lack of pedestrian/bike friendliness and noise pollution. I don't know exactly what ranking I would give either city. It is a long time since I lived in Melbourne and like I said before it both have good points and bad points.
