Where in Taipei can I find some high quality yet inexpensive cameras (SLR powershot, for example), preferably with tourist tax free options? Is there one close to the central main station area?
The main area for camera shops in Taipei is around Bo'ai and Hankou Roads. It is about half way between Taipei Station and Ximending. The General Post Office is a good landmark for finding it. Bo'ai Road runs south from the Post Office.
I am a bit confused about what sort of camera you are looking for when you say "high quality yet inexpensive cameras". I guess that you aren't actually looking to buy an SLR. In this case I think just about any electronics goods shop should also offer a reasonable selection and prices. You could even buy at Carrefour or RT Mart.
Not sure about the exact details of tax refunds, but if you are a visitor to Taiwan then you might be able to get a VAT refund. Enquire at the shop when you purchase it.

Hankou st. in Taipei is definitely the right way to start your search.
One thing you should note, though, is that digital cameras sold in Taiwan DO NOT have an international warranty. Only some lens do, and you'd have to make sure before you buy.
I highly recommend the Canon's SLR - Powershot SX series). ^_^

I believe the previous recommendations also hold for camcorder. You can maybe try out the NOVA arena in the Taipei Main Station area.
