If you just want a basic bank account and ATM card, then just about any bank in Taiwan will be OK. Usually there will be at least one staff member who can answer your questions in English. I have also found transferring money overseas to be a simple and cheap process here in Taiwan. Banks in Taiwan are very reluctant to give credit cards to foreigners.

Apart from tealit.com, Taiwanted also has quite a few job ads. Often the best jobs are just found by word of mouth or contacting schools directly. It really helps to be in Taiwan.
